City Patrol – The board president got the recommendation from Inwood Pines. Only one other bid was obtained and it was from the Harris County Constables for a cost of $200K to $300K, over 2X the cost of the City Patrol bid.
SMC Landscaping – The board president got the recommendation from Near Northwest Management District. No other bids were obtained. The board president said at the rescheduled July meeting that “…only SMC was able to complete the bid process.” This was in violation of the board’s vendor policy.
Inframark – The board president signed the contract without board review or approval. At the October monthly board meeting, the board president said that IFCIA’s law firm, Hoover Slovacek, “…had approved it.” Hoover Slovacek cannot approve a contract for the Board.
Porter Law Firm – The board president signed the engagement letter without discussion with the board and had the board vote on it at the December monthly meeting after the fact saying that, “…time was of the essence” for a questions regarding the annual meeting. It was noted that IFCIA has a law firm, Hoover Slovacek.
Elaine Combs CPA – The engagement letter was signed by the board president without discussion by the board and the board voted on it at the December meeting after the fact.
Prior CPA firm – The board president and treasurer claimed at a September meeting that the prior CPA had fired IFCIA as a client because of “… too many audit adjustments and that IFCIA did not follow the management letter comments.” At the December monthly meeting it was pointed out that they had told the prior CPA firm that they wanted a forensic audit which is something you consider when you suspect fraud or embezzlement. After years of issuing unqualified opinions, this is most likely something the prior CPA didn’t want to be involved in.
